What is Title V?
Title V Maternal and Child Health Services Program (Title V) is a federal and state partnership that helps DC families thrive by ensuring access to essential health services for women, mothers, infants, children—including those with special healthcare needs—and adolescents.
Since 1935, Title V has worked to ensure every mother and child has the support needed for a healthy future. DC Health uses this funding to connect families with high-quality care, community-based programs, and critical resources that promote wellness across all life stages.

- Ensure every teenage girl and woman in DC has the tools to take control of her reproductive health.
- Provide high-quality, patient centered prenatal care early in pregnancy.

How Title V Supports DC Families

Women & Maternal Health
- Access to well woman visits and preventative care
- Expanded breastfeeding support
- Increased mental health services and trauma-informed care
Perinatal & Infant Health
- Early prenatal care and education for expecting mothers
- Support for grief and loss in maternal health
- Improved access to healthy food programs
Child Health
- Comprehensive developmental screenings
- Support for families navigating healthcare systems
- Programs to promote positive youth development
Children and Youth with Special Healthcare Needs (CYSHCN)
- Connecting families to medical home providers
- Resources for transitioning from pediatric to adult care
Adolescent Health
- Expanded teen pregnancy prevention efforts
- Increased access to preventative dental care
- Support for biasfree, equitable healthcare access
How is Title V Funded?
Each year, DC receives federal Title V funding based on the number of children in poverty compared to national levels. For every $4 in federal funds, DC provides at least $3 in state and local funding to maximize impact.
