State Health Planning and Development Agency (SHPDA), a division of DC Health's Center for Policy, Planning and Evaluation, is responsible for the administration of Health Systems Plan which serves as a guide for the development of health care services by both the public and private sectors; administration, operation, and enforcement of the Certificate of Need program; collection and analysis of health data; and the monitoring of health facilities for compliance with the requirements that govern the provision of uncompensated care to needy residents.
