DEPARTMENT OF HEALTH 

STATE HEALTH PLANNING AND DEVELOPMENT AGENCY 

NOTICE OF INFORMATION HEARING 

 

Pursuant to D.C. Official Code § 44-406(b)(2) and (b)(4), the District of Columbia State Health Planning and Development Agency ("SHPDA") will hold an information hearing on the applications of CareFirst Blue Choice, Inc. for Certificates of Need for the Acquisition of five healthcare clinics owned by Capital Healthcare, LLC and doing business under the name AllCare Family Medicine and Primary Care (Certificate of Need Registration Nos. 2025-2-01, 2025-3-02, 2025-3-03, 2025-6-01, and 2025-8-01).  

The hearing will be held on Thursday, March 20, 2025, beginning at 10:00 a.m. using WebEx Conferencing.  Please send an email to [email protected] to register for the Information Hearing and receive a link to WebEx Conferencing.  

The hearing will include a presentation by CareFirst Blue Choice, Inc. describing its plans and addressing the certifications required pursuant to D.C. Official Code § 44-406(b). The hearing will also include an opportunity for affected and interested persons to testify.  Persons who wish to testify should contact Dana Mitchener at the email address above or the SHPDA at (202) 442-5875 before 4:45 p.m. on Wednesday, March 19, 2025.  Each member of the public who wishes to testify must register in advance of the Information Hearing and will be allowed a maximum of five (5) minutes.  Written statements may be submitted to Dana Mitchener at the email address above or to the following address:
