Michelle Blake-Smith, JD, MPH, is the Chief Operating Officer (COO) at DC Health. Michelle brings with her a wealth of experience and expertise that will be invaluable to the organization.

Ms. Blake-Smith holds a Juris Doctorate (JD) from Rutgers University and a Master of Public Health (MPH) from Columbia University. She has over 15 years of experience as a trial attorney specializing in criminal defense and labor and employment law. In addition to her legal expertise, Michelle has spent over 12 years at the Department of Behavioral Health (DBH) in key positions, including Chief of Quality, Data and Performance Improvement. In that position, she led the operational development of a comprehensive quality assessment/performance improvement program, policy management, regulatory affairs and compliance for Saint Elizabeths Hospital.

Her extensive background in compliance, regulatory affairs and quality assurance, combined with her dedication to improving operational efficiency and service delivery in healthcare, uniquely qualifies her for this leadership role. Michelle's commitment to legal advocacy and public service further underscores her fit for the COO position at DC Health.
