To assess health issues, risks and outcomes through data collection, surveillance, analysis, research and evaluation; perform state health planning functions; and to assist programs in the design of strategies, interventions and policies to prevent or reduce disease, injury and disability in the District of Columbia.


Data Management and Analysis Division - is responsible for the collection, analysis, and maintenance of statistical data for human service delivery program components of the Department of Health.Institutional Review Board for Public Health - is an administrative body established to protect the rights and welfare of human research subject recruited to participate in research activities or data collection on human subjects in the DC Department of Health.

Occupational Safety and Health Statistics Program (OSHS) - The DC Department of Health collaborates with the US Department of Labor, Bureau of Labor Statistics to serve as the premier source of information on the safety and health of District of Columbia workers. 

Research Evaluation and Measurement Division

Behavioral Risk Factor Surveillance System (BRFSS) - BRFSS is a health surveillance system conducted in the District of Columbia and Nationwide that collects data on chronic diseases, health risks, and health behaviors.

Division of Epidemiology - Disease Surveillance and Investigation- is responsible for the surveillance, investigation and control of reportable diseases within the District, with the exception of sexually transmitted illnesses, hepatitis, HIV/AIDS, and tuberculosis. The program collects, analyzes, interprets, disseminates data, and provides expertise and information on disease management.

State Health Planning and Development Agency - is responsible for the administration of Health Systems Plan which serves as a guide for the development of health care services by both the public and private sectors; administration, operation, and enforcement of the Certificate of Need program; collection and analysis of health data; and the monitoring of health facilities for compliance with the requirements that govern the provision of uncompensated care to needy residents.

Certificate of Need - is required for all persons proposing to offer or develop in the District a new institutional health service, or to obligate a capital expenditure to obtain a medical/health asset to be located in the District of Columbia.


Vital Records Division - is responsible for collecting, preserving and administering the District's system of birth and death records.

Birth Certificates - Immediate family members (mother, father, sister and brother) may request a copy of a birth certificate. Aunts, uncles, grandparents, and other relatives also may request a birth certificate after certain criteria have been met.

Death Certificates -  are only available to mother, father, sister, brother, spouses named on the death certificate, children, informants and legal representatives (proof of relationship is required). All others requesting certified copies of death certificates, must demonstrate direct and tangible interest.
