Note: Methods and procedures for HIV surveillance have evolved over time. Major milestones in the collection of HIV-related data within the District of Columbia include the move from code-based to name-based reporting in 2006; as well as the implementation of a more comprehensive laboratory reporting system in subsequent years. When methods of data collection change, the data requires time to mature and stabilize before comparisons between years are meaningful.
