Emergency Medical Services

Welcome to the DC Health Emergency Medical Services (EMS) Program
The DC Health Emergency Medical Services (EMS) Program acts as the regulatory authority for all EMS activities in the District of Columbia. It is part of the Health Emergency Preparedness and Response Administration (HEPRA). For any queries, you can drop an email at [email protected].

Objective
At the DC Department of Health's EMS Program, our purpose is to nourish, support and enhance the continuous growth of an optimal emergency medical and trauma care system to deliver the best patient care. Our responsibility extends to certifying all emergency medical service providers in the District of Columbia. We also oversee the EMS Education Institutions and the EMS Response Organizations.
We are committed to identifying, studying, and proposing solutions to any challenges that could hamper providing the best pre-hospital service to the District's locals and visitors.
 
Our Vision
Our aim is for our EMS system to be recognized as a leader who provides top-notch patient care by striving for excellence, promoting health in communities, offering information that adds value for preparing for emergencies, conducting EMS research and governing strategically, and by managing knowledge to enhance public health in the District of Columbia.
 
Our Responsibilities
Being a member of the EMS Program, some of our key duties include:
- Ensuring ambulances have the necessary equipment.
- Certifying and inspecting ambulance organizations for proper medical guidance and protocols.
- Reviewing training sites' curriculum materials and course outlines for continuous education units.
- Evaluating the medical service provider's abilities and knowledge via the National Registry cognitive and practical ability tests.
- Offering technical support to hospitals, emergency medical service providers, local government agencies, and other interested parties in emergency care.
- Planning and monitoring a District-wide Trauma System.
